Education and Political Corruption :- A Struggle for Equipoise


THE CONTEMPORARY PREMISE :- AN INTRODUCTION


Of the many potential questions confronting humanity, primacy to the fundamental question of education as a necessary evil correlates to what India and its diaspora has been in the global landscape. Ever since a long temporal phase, politics and education have shared the equal yoke of mutuality for the Indian storyline.

However, such frameworks have ended up developing into unaccustomed consequences. The unsolicited infringement of instances of bribery, nepotism, cronyism, patronage, graft and embezzlement has made education an objectionably new conviction . Given this roadblock, this piece seeks to delve into three cardinal aspects pertaining to the issue in question


● First, a groundbreaking resolve for corruption


● Second, a better framework and modus operandi for recruiting academics and educationists


● Thirdly and lastly, the wider need for transparency in the functionality of the educational realm and overall human capital formation.


EDUCATION AND THE SPIRIT OF THE INDIAN BRAGGART :- A PRELIMINARY INSIGHT


The economical prerequisite for a lubricated scheme of progress, resides effectively in the hands of the Indian demography. Human capital, the asset within every economic territorial arrangement, has been a far elaborate blessing for India, given her population size.


In this context, the spirit of the Indian braggart shall forever recount what the International Monetary Fund predicated of its destiny by 2028:-


"India is likely to become the third largest economy leaving behind Germany and Japan by 2028. India's annexation to the third place will be achieved by 2028, two years before expected " ( International Monetary Fund (IMF), World Economic Outlook, database, 2022)


An addition to this is a ready estimate by the World Bank, pertaining to India serving as a knowledge driven economy. This very acknowledgement of knowledge as a potential reserve of multifarious resources, accentuates the overall sanctity of the educational context.

The Indian convention to this prime determinant of Human Resource Development (HRD), has embraced a bigger fanbase, since ancient times, thereby facilitating the streamlined scholarly exchange of ideas and convictions, given the modern day lacuna in the quality of education and research, that has blatantly led to the creation of a faltering legacy, thereby bringing about higher incidences of unsolicited and unwarranted data.



INDIA'S PERFORMANCE IN THE EDUCATIONAL SPHERE :- AN A POSTERIORI MODEL


For a perpetual latency of five years ( 2010-2014), premiere Indian educational institutes have been failing to make it to the top 200, round the globe.


The Times Higher Education (TES), revealed only ten Indian universities, (Punjab University at rank 13), Jawaharlal Nehru University (JNU), Delhi (ranked 57), who made it to the list of the Times Higher Education Rankings of the year 2014.

However, the situation is rapidly changing with the emergence of private institutions like Ashoka, Jindal and Amity University, which have laid the foundation for a holistic framework of development ( 2020-21), thereby shaping the the global educational landscape, which otherwise remained under the domination of the West, for a significant period of time.


Moreover, from a rudimentary purview, school level data in terms of enrollments have shown improvements with regards to Pupil- Teacher Ratio, Primary Enrollment and Primary to Secondary registrations.

POLITICAL CORRUPTION :- THE DETRIMENT AND RAMIFICATIONS


It is corruption, the multifaceted detriment for India, that has largely contributed to the deteriorating quality of education and research. The nation has rewarded itself a place in the first 100 corrupt nations, according to the World Corruption Rankings , 2013, with a recent rank of 85 for the year 2021 ( Corruption Perception Index, 2021)


Moreover, the inclusion of a political overtone has furthermore worsened educational progress, let alone the unavailability of basic infrastructure coupled with the vehement mushrooming of education scams, given the recent instance of West Bengal under former education minister, Partha Chatterjee on the 23rd of July, 2022, arising from alleged irregularities in the recruitment of teachers and non teaching staff.


The incorporation of human resource developers into this fold of malicious politics, has created a phenomenal setback , premised upon the aspects of lack of credibility of a competent pedagogical framework, tinged with entrepreneurial ambitions and the absence of supplementary tools that enhance curricular viability.


The year 2013 was a bystander of an instance of mass corruption, involving the former CM of Haryana Om Prakash Chautala and his son, Ajay Chautala , who were alleged to have illegally recruited 3,206 Junior Basic Trained Teachers (JBT), in 2000 ( Times of India, Jan 22, 2013), thereby breaching the provisions of the IPC and the Prevention of Corruption Act, 1988.


In a nutshell, the corruption in education has been multifaceted ranging from bribery by parents and teachers to the discriminatory profiling of children based on parental educational qualifications and monetary or social standing, as enunciated by the UNESCO Report of Corruption in India, 2010.


THE UTOPIA :- HOW DO WE ATTEMPT TO UNRAVEL THE PROBLEM ?


Corruption, corruption and corruption:- The cycle seems baffling in its own right. Nevertheless, solutions don't await tolerances of such vehement crimes and hence deserve a tirade in waiting.


Discrimination has forever leased to positive movements, and has to be directed against corruption, thereby getting past in every order.


Secondly, the institution which is the realm of human capital formation has to abide by transparency and accountability, with the help of venerated personnel, rather than middlemen, to prevent the accumulation and solemnization of profits, as a result of midway commission cuts.


In this vein, a common eligibility test for every novice in the larger curricular context, will not only lead to value creation through generation of employment , but a more productive apolitical academic discourse, premised upon the notion of a "level playing field".


Therefore, such compact prospects, if reversed, could create phenomenal transitions from a prospering stance, lacking popular consensus.


CONCLUSION :-


While the Indian conscience is dutiful enough, to foster newer outcomes to streamline the practice of efforts in hand, the end of this stumbling block needs it be realized, albeit impractical in concluding so, to see what the rising sun for sustenance should like, pertaining to quality consciousness and impartial education.
